By 1814 Robert and Sally migrated to Arkansas along with his brothers, Mark and Richard (and perhaps others) where Governor Miller appointed Robert, along with Roane, and James Billingsly to locate a site for the Pulaski County courthouse. Roane and Robert agreed on Little Rock and the Circuit Court agreed. That ended the Pulaski contest and gave Little Rock security and a chance to grow. Col. Robert Bean has been described as a pioneer of the Arkansas Territory. He ran the first keel boat up the White River and established himself at the mouth Polk Bayou near present day Batesville in 1814.
